1.       Introduction

Eminences, Excellences

Au nom des prêtres qui travaillent au sein des CERAO, je vous envoie mes salutations de paix et de grâce depuis le Secrétariat des CERAO à Abuja.

Nous venons d’entrer dans un nouveau mois. Je saisis cette occasion pour vous souhaiter un mois de mars plein de bénédictions et de merveilleuses rencontres dans votre travail de berger du troupeau que le Seigneur Jésus-Christ vous a confié.

Conformément à notre volonté de vous tenir au courant de la vie de votre grande Conférence, je souhaite vous informer des activités qui se sont déroulées au cours du mois écoulé et vous tenir au courant des événements à venir.

2.       Conseil Permanent

Du 3 au 6 février 2024, le Conseil Permanent des CERAO a tenu sa réunion annuelle au CCPM à Abidjan, en Côte d’Ivoire. La réunion s’est penchée sur un certain nombre de questions relatives à l’avancement de la conférence. Les principales décisions du Conseil Permanent peuvent être résumées comme suit :

  1. Les budgets et les états financiers du Secrétariat des CERAO, du CCPM et du GSSTA ont été approuvés.
    1. Un budget supplémentaire de 41 millions de FCFA a également été approuvé pour l’achat d’un bus scolaire pour GSSTA avec un délai d’exécution de deux mois.
    1. Le Secrétariat des CERAO a été autorisé à ouvrir un compte de carte de débit en naira avec un seuil de 1 million de naira ou 800 USD.
    1. La construction de deux structures (blocs de bureaux et résidence des prêtres) sur le terrain acquis pour le nouveau Secrétariat à Abuja a été approuvée et il a été demandé au Secrétariat de produire le plan global du projet.
    1. Certains amendements aux statuts des CERAO concernant la composition des commissions épiscopales ont été approuvés pour être présentés à l’Assemblée plénière.
    1. Le Recteur de l’UCAO a été invité à créer une Commission ad hoc chargée d’examiner les problèmes auxquels l’Institut est confronté et de proposer des solutions immédiates et durables.
    1. Défis financiers : La décision selon laquelle les présidents des Conférences épiscopales auraient leurs billets d’avion pour le Conseil Permanent entièrement ou partiellement pris en charge par leurs conférences a été mise au vote et a été adoptée par 7 voix contre 6 et 2 abstentions. La proposition a été approuvée pour être présentée à l’Assemblée plénière pour validation.
    1. Académie Scientifique Catholiques des CERAO : Chaque conférence est encouragée à faire appel à des professionnels Catholiques qui devraient l’aider dans ses réflexions et déclarations publiques.
    1. La proposition sur le dimanche de solidarité est approuvée et chaque conférence est invitée à voir sa manière spécifique de l’appliquer.
  1. Des thèmes ont été proposés par le Conseil Permanent pour l’Assemblée Plénière. Les thèmes tournent autour de quatre sujets, à savoir : l’évangélisation, l’autonomie financière, la synodalité et la paix. Les thèmes possibles sont les suivants :
    1. L’évangélisation et les défis de l’autonomie financière de l’Église en Afrique de l’Ouest
    1. L’Église synodale au service de la paix et de la réconciliation en Afrique de l’Ouest
    1. L’Église synodale au service de l’évangélisation et de la paix en Afrique de l’Ouest Le Conseil de Présidence a été chargé de choisir le thème le plus approprié.
    1. Le Comité de recrutement pour la nomination du 2ème Secrétaire Général Adjoint (originaire d’un pays lusophone) et du nouveau Chargé de Communication (originaire de l’un des trois groupes linguistiques) a été constitué. Les membres sont Mgr Joseph Afrifah- Agyekum (Président), Mgr Laurent Dabiré et Mgr Ildo Augusto Dos Santos Lopes Fortes. L’entretien aura lieu en mai. Les évêques sont invités à encourager leurs prêtres à poser leur candidature s’ils sont aptes à le faire.
    1. Les évêques ont été encouragés à examiner les moyens de garder le contact avec les anciens prêtres.
    1. Le calendrier proposé pour l’accueil de l’Assemblée plénière et du Conseil Permanent pour les 10 prochaines années a été approuvé à la majorité.

  • Nouveau diocèse et nomination des évêques

Au mois de février, CERAO a été béni par la nomination de quatre nouveaux évêques et la création d’un nouveau diocèse en Guinée, ce qui porte à cinq le nombre de diocèses en Guinée.

Les évêques sont :

  • Mgr Thomas OBIATUEGWU comme évêque auxiliaire du Diocèse d’Orlu, Nigeria, son ordination épiscopale aura lieu le 20 mars 2024.
  • Mgr Victor NDIONE pour le Diocèse de Nouakchout en Mauritanie, son ordination épiscopale aura lieu le 14 avril 2024.
  • Mgr Moses TINGUIANO pour le nouveau Diocèse de Boké en Guinée.
  • Mgr Gabriel Blamo JUBWE pour l’Archidiocèse de Monrovia au Libéria.

4.       Tristes événements

  • Le 12 février 2024, Mgr Paul Simon AHOUANAN DJRO, OFM, Archevêque de Bouaké en Côte d’Ivoire a été rappelé au Seigneur dans sa 72ème année. Qu’il repose en paix.
  • Le dimanche 25 février 2024, quinze chrétiens ont été massacrés au cours de la célébration dominicale à Essakane, dans le diocèse de Dori, au Burkina Faso, par des terroristes. Nous présentons nos condoléances à Mgr Laurent Dabiré et à ses fidèles.

5.       Secrétariat d’Abuja

Nous travaillons actuellement sur deux événements :

  • Lancement de l’Observatoire des CERAO pour la paix
  • Formation au renforcement des capacités en matière de plaidoyer pour les commissions Justice et Paix

Nous espérons qu’avec une réponse appropriée de nos partenaires, ces deux événements auront lieu en avril et en mai.

6.  Conclusion

Eminences, Excellences, nous vous remercions de votre soutien et de votre compréhension. Sans votre soutien, nous ne pouvons pas fonctionner correctement. C’est pourquoi nous saisissons cette occasion pour rappeler à ceux qui l’auraient oublié la contribution annuelle normale pour le soutien du secrétariat. Your Eminences, Your Excellencies,

On behalf of the priests working in RECOWA, I send you my greetings of peace and grace from the RECOWA Secretariat, Abuja.

We have just entered a new month. I seize this opportunity to wish you a month of March full of blessings and wonderful encounters in your work of shepherding the flock that the Lord Jesus Christ has entrusted to you.

In pursuance of our resolve to keep you abreast with the life of your great Conference, I wish to inform you of the activities that have taken place in the last month and update you with upcoming events.

2.       Standing Committee

From 3rd to 6 February 2024 the Standing Committee of RECOWA held her annual meeting at the CCPM in Abidjan, Côte d’Ivoire. The meeting dwelt on several issues for the progress of the conference. The major decisions of the Standing Committee can be summarized as follows:

  1. Budgets and financial statements of RECOWA Secretariat, CCPM, and GSSTA were approved
  2. Extra budget approval of 41 million FCFA was equally made for the purchase of a school bus for GSSTA with an execution deadline of two months.
  3. RECOWA Secretariat was authorized to open a naira debit card account with a threshold of 1 million naira or 800 USD.
  4. The building of two structures (office block and Priests’ residence) in the land acquired for the new Secretariat in Abuja was approved and the Secretariat was asked to produce the wholistic plan of the project.
  5. Some amendments in the statutes of RECOWA concerning the membership of the Episcopal Commissions were approved for presentation to the Plenary Assembly.
  6. The Rector of UCAO was asked to set up an Ad hoc Committee to look into the problems facing the institute and make suggestions for immediate and lasting solutions.
  7. Financial challenges: The decision that Presidents of Episcopal Conferences have their flight tickets for Standing Committee fully or partially taken care of by their conferences was put to vote and it passed 7 against 6 votes with 2 abstentions. The proposal was approved for presentation to the Plenary Assembly for validation.
  8. Catholic Professionals of RECOWA: Each conference is encouraged to make use of catholic professionals who should help them in their public reflections and declarations.
  9. The proposal on Solidarity Sunday is approved and each conference is invited to see their specific manner of applying it.
  10. Some themes were suggested by the Standing Committee for the Plenary Assembly. The themes turn around four subjects, namely: evangelization, financial autonomy, synodality, and peace. The possible topics are as follows :
    1. Evangelization and the challenges of financial autonomy in the Church in West AfricaThe synodal Church at the service of peace and reconciliation in West Africa
    1. The synodal Church at the service of evangelization and peace in West Africa

The Presidential Council was saddled with the responsibility of selecting the most appropriate theme.

  1. The Recruitment Board for the appointment of a new 2nd Deputy Secretary General (from the Lusophone country) and new Communication Officer (from any of the three language groups) has been constituted. The members are Most Rev. Joseph Afrifah-Agyekum (Chairman), Most Rev. Laurent Dabiré, and Most Rev. Ildo Augusto Dos Santos Lopes Fortes. The interview will be held in May. Bishops are hereby exhorted to encourage their priests to apply for the positions if they are suitable.
  2. Bishops were encouraged to see the ways of keeping contact with ex-priests.
  3. The proposed schedule for the hosting of the Plenary Assembly and Standing Committee for the next 10 years was approved by a majority.

3.       New Diocese and Appointment of Bishops

In the month of February RECOWA was blessed with the nomination of four new bishops with the creation of a new diocese in Guinea, bringing the number of dioceses in Guinea to five.

The Bishops-elect are:

  • Msgr Thomas Obiatuegwu as the Auxiliary Bishop of Orlu Diocese, Nigeria, his episcopal ordination will be on 20th March 2024.
    • Msgr Victor Ndione for the Diocese of Nouakchout in Mauritania, his episcopal ordination will be on 14th April 2024.
    • Msgr Moses Tinguiano for the new Diocese of Boké in Guinea
  • Msgr Gabriel Blamo Jubwe for the Archdiocese of Monrovia in Liberia.

4.       Sad events

  • On 12 February 2024, Most Rev. Paul Simon Ahouanan Djro, OFM, Archbishop of Bouake in

Côte d’Ivoire was called to the Lord in his 72nd year. May he rest in peace.

  • On Sunday 25 February 2024 fifteen Christians were massacred during the Sunday celebration at Essakane in the Diocese of Dori, Burkina Faso by terrorists. We express our condolence to Most Rev. Laurent Dabiré and his flock.

5.       Abuja Secretariat

We are currently working on two events:

  • Launching of the RECOWA Observatory for peace
    • Capacity building training on advocacy for the Justice and Peace Commissions

We are hopeful that with appropriate response from our sponsors these two events will come up in April and May.

6.       Conclusion

Your Eminences, your Excellences, we thank you for your support and understanding. Without your support we cannot function well. That is why we seize this opportunity to remind those who may have forgotten of the normal annual contribution for the support of the secretariat. We promise to do our best to make you proud of RECOWA. We wish you God’s abundant blessings in your work and ministry to the people of God as you joyfully journey towards Easter.
