Hilary Okeke, the Chairman of the RECOWA Justice Peace and Development Commission at CCPM, Abidjan, Ivory Coast on 10th March, 2020
Greetings
I am very glad to welcome you to this joint workshop of the RECOWA Episcopal Commissions: Justice, Peace and Development; and Mission, Pontifical Mission, Apostolate of the Sea, Migrant, Refugee and Tourism. I welcome all the members of the Episcopal Commissions, the national directors of Justice, Peace and Development Commissions with the national directors of Caritas. I welcome the president of RECOMSWA, the facilitators of the workshop and other participants. I welcome in a special way the Bishop President of the Commission for Mission, Pontifical Mission, Apostolate of the Sea, Migrant, Refugee and Tourism, Most Rev. Joachim Ouedraogo who with me struggled to be able to fix a convenient date for this workshop. I know how difficult it is to get bishops to take time off their tight schedule to participate in international session of this nature. I saw the difficulties you had in trying to make sure that a greater number of the members could key into the programme. Today it has finally become a reality. The presence of six bishops here today speaks volume. It shows your commitment to the progress of the Church in West Africa. It is a sign of your great solicitude for the Church.
Our Commissions
These two commissions were created in January 2012 at Yamoussoukro to guide the Regional Episcopal Conference of West Africa on issues relating to the society and its problems especially those that affect the integral development of peoples. We know that whatever touches the societal life also touches the religious life of the people. The Second Vatican Council’s call in Gaudium et Spes “to listen to the signs of the time and interpret them in the light of the gospel” (GS 4) gives full import to these two pastoral commissions. Our Commissions have an important role to play in the work of interpreting the various events and signs of the time in West Africa today, in the light of the Gospel.
These two commissions have done a lot in their eight years of existence. Each has an elaborate strategic and action plans which have been duly approved by the bishops. A look at the strategic plans shows that a lot still need to be done. It is along this line that we should understand our coming together for this workshop.
Our theme
The theme of our workshop is “Community land and environmental rights.” Five years ago, the Holy Father, Pope Francis, gave an encyclical to the world on the protection of our common home, Laudato Si’. RECOWA wishes through this workshop to further the reception of this great encyclical in our region by bringing together the major actors in the area of land, environment and migration so that they can rub minds together and come up with concrete solutions to the problems we are facing in the region. It is a common knowledge that West Africa is today under siege from land grabbers both international and local. This is a big problem that has led to the degradation of the environment and to the increase in the number of the internal displaced persons in the region. The displacement of persons has itself led to regional and international migration. Our workshop will dwell a lot on this threefold problem of land grabbing, migration and environmental degradation.
To do justice to this topics, experts of thoughts and fields have been invited to facilitate this workshop. To launch us into the spirit of the workshop, Rev. Fr. Jean-Patrice Ngoyi from Nigeria will drill us on the teaching of Laudato si’ while the question of land grabbing will be handled by Mr Bernard Guri, an experienced field worker from Ghana. Migration and safe space will be handled by a great expert, Mgsr Robert Vitillo, coming all the way from Switzerland and filled with experience gained from years of work at the International Catholic Migration Commission. The challenges of migration will be handled by the Migrant and Refugee Section, all the way from the Vatican. All these topics will be enriched with group workshops and debates.
Expectations
From the foregoing, we can see that the RECOWA Secretariat under the leadership of Rev. Fr. Joseph Aka, has prepared a big package for us. I therefore encourage all of us to participate actively in the workshop so that we can come up with concrete solutions and best practices to move the region forward. It is expected that each of us will go home better equipped to help our people in defending their rights to land and to good environment and in helping the migrants in the region. I am confident that through this workshop, we shall make a veritable contribution in moving the Church forward.
Conclusion
I want to conclude on a note of gratitude to those who have made today’s meeting possible. I thank in a special way the bishops who left all their engagements to be here. I thank Msgr Robert Vitillo for making the intercontinental journey from Switzerland to be here. I thank all the participants and facilitators for the sacrifice of coming to give their best for the growth of the Church in the region. I am equally very grateful to the United States Catholic Bishops Conference and to the Migrant and Refugee Section of the Vatican who with RECOWA provided the funding for hosting of this meeting. Finally, I wish to thank the Secretary-General of RECOWA Rev. Fr. Joseph Aka and his colleagues in the RECOWA management team and the other staff of the secretariat for the wonderful initiative of this workshop.

Salutations
Je suis très heureux de vous accueillir à cet atelier conjoint des commissions épiscopales de RECOWA: Justice, Paix et Développement; et Mission, Mission Pontificale, Apostolat de la Mer, Migrants, Réfugiés et Tourisme. Je souhaite la bienvenue à tous les membres des commissions épiscopales, aux directeurs nationaux des commissions Justice, Paix et Développement ainsi qu’aux directeurs nationaux de Caritas. Je souhaite la bienvenue au président de RECOMSWA, aux animateurs de l’atelier et aux autres participants. Je souhaite particulièrement la bienvenue à Mgr Joachim Ouedraogo, Mgr Joachim Ouedraogo, évêque président de la Commission de mission, mission pontificale, apostolat de la mer, migrant, réfugié et tourisme, qui a eu du mal à fixer une date convenable pour cet atelier. Je sais combien il est difficile d’amener les évêques à prendre du temps sur leur horaire serré pour participer à une session internationale de cette nature. J’ai vu les difficultés que vous avez rencontrées pour vous assurer qu’un plus grand nombre de membres puissent participer au programme. Aujourd’hui, il est enfin devenu réalité. La présence de six évêques ici aujourd’hui en dit long. Il montre votre engagement pour le progrès de l’Église en Afrique de l’Ouest. C’est un signe de votre grande sollicitude pour l’Église.
Nos commissions
Ces deux commissions ont été créées en janvier 2012 à Yamoussoukro pour guider la Conférence épiscopale régionale de l’Afrique de l’Ouest sur les questions relatives à la société et ses problèmes notamment ceux qui affectent le développement intégral des peuples. Nous savons que tout ce qui touche à la vie sociétale touche aussi la vie religieuse du peuple. L’appel du Concile Vatican II dans Gaudium et Spes “à écouter les signes du temps et à les interpréter à la lumière de l’Évangile” (GS 4) donne toute son importance à ces deux commissions pastorales. Nos Commissions ont un rôle important à jouer dans le travail d’interprétation des différents événements et signes du temps en Afrique de l’Ouest aujourd’hui, à la lumière de l’Evangile.
Ces deux commissions ont fait beaucoup en huit ans d’existence. Chacun a des plans stratégiques et d’action élaborés qui ont été dûment approuvés par les évêques. Un examen des plans stratégiques montre qu’il reste encore beaucoup à faire. C’est dans cette optique que nous devons comprendre notre rassemblement pour cet atelier.
Notre thème
Le thème de notre atelier est «Droits fonciers et environnementaux de la communauté». Il y a cinq ans, le Saint-Père, le pape François, a donné au monde une encyclique sur la protection de notre maison commune, Laudato Si ’. RECOWA souhaite à travers cet atelier favoriser l’accueil de cette grande encyclique dans notre région en réunissant les principaux acteurs du territoire, de l’environnement et des migrations afin qu’ils puissent se frotter les esprits et trouver des solutions concrètes aux problèmes auxquels nous sommes confrontés dans la région. Il est de notoriété publique que l’Afrique de l’Ouest est aujourd’hui assiégée par des accapareurs de terres à la fois internationaux et locaux. Il s’agit d’un gros problème qui a conduit à la dégradation de l’environnement et à l’augmentation du nombre de personnes déplacées internes dans la région. Le déplacement de personnes a lui-même entraîné des migrations régionales et internationales. Notre atelier s’attardera beaucoup sur ce triple problème d’accaparement des terres, de migration et de dégradation de l’environnement.
Pour rendre justice à ces sujets, des experts des réflexions et des domaines ont été invités à animer cet atelier. Pour nous lancer dans l’esprit de l’atelier, le Rév. Jean-Patrice Ngoyi du Nigéria nous expliquera l’enseignement de Laudato si ’tandis que la question de l’accaparement des terres sera traitée par M. Bernard Guri, un travailleur de terrain expérimenté du Ghana. La migration et l’espace sécurisé seront assurés par un grand expert, Mgsr Robert Vitillo, venu de Suisse et riche d’une expérience acquise au cours d’années de travail à la Commission catholique internationale des migrations. Les défis de la migration seront pris en charge par la Section des migrants et des réfugiés, depuis le Vatican. Tous ces sujets seront enrichis d’ateliers de groupe et de débats.
Attentes
De ce qui précède, nous pouvons voir que le Secrétariat du RECOWA sous la direction du Rév. Joseph Aka, a préparé un gros paquet pour nous. Je vous encourage donc tous à participer activement à l’atelier afin de trouver des solutions concrètes et les meilleures pratiques pour faire avancer la région. Il est prévu que chacun de nous rentre chez lui mieux équipé pour aider nos populations à défendre leurs droits à la terre et à un bon environnement et à aider les migrants de la région. Je suis convaincu qu’à travers cet atelier, nous contribuerons véritablement à faire avancer l’Église.
Conclusion
Je voudrais conclure sur une note de gratitude à ceux qui ont rendu possible la réunion d’aujourd’hui. Je remercie d’une manière spéciale les évêques qui ont quitté tous leurs engagements d’être ici. Je remercie Mgr Robert Vitillo d’avoir fait le voyage intercontinental depuis la Suisse pour être ici. Je remercie tous les participants et animateurs pour le sacrifice de venir donner leur meilleur pour la croissance de l’Église dans la région. Je suis également très reconnaissant à la Conférence des évêques catholiques des États-Unis et à la Section des migrants et des réfugiés du Vatican qui, avec RECOWA, a fourni le financement pour accueillir cette réunion. Enfin, je souhaite remercier le Secrétaire Général du RECOWA Rev. Fr. Joseph Aka et ses collègues de l’équipe de direction de RECOWA et les autres employés du secrétariat pour la merveilleuse initiative de cet atelier.
