Paulo VI escreveu em seu motu proprio Ingravescentem aetatem que “o bem maior da Igreja exige que consideremos o problema da velhice também em relação ao eminente ofício cardinalício, pelo qual demonstramos especial preocupação várias vezes no passado”.
O ofício de cardeal “é, de fato, um ofício com tarefas particularmente sérias e delicadas”, afirmou o Papa, “tanto por causa da conexão muito singular que o vincula à Nossa responsabilidade suprema ao serviço de toda a Igreja, como por causa de a alta responsabilidade que isso acarreta na vacância da Sé Apostólica em relação à Igreja universal ”.
Paulo VI declarou que depois de completar 80 anos, um cardeal perde o direito de eleger o Romano Pontífice e, portanto, o direito de participar do conclave.
