Your Eminences, Your Excellences,

On behalf of the priests working in RECOWA I send you my greetings of peace and grace from

RECOWA Secretariat, Abuja.

We have just entered a new month. I seize this opportunity to wish you a month of August full of

blessings and wonderful encounters in your work of shepherding the flock that the Lord Jesus Christ

has entrusted to you.

In pursuance of our resolve to keep you abreast with the life of your great Conference, I wish to

intimate you with the activities that have taken place since the inception of the new administration

in May this year.

  1. Presidential Council

From 13 th to 17 th May 2022 the Presidential Council of RECOWA held her maiden meeting. The

meeting dwelt on a number of issue for the progress of the conference:

 Management and administrative problems at the CCPM Abidjan

 Conflict management with regards to the personnel of CCPM

 Theme of the next standing committee: the challenges of terrorism to evangelization in West

Africa.

 Venue and date for the next standing Committee: Niamey, 7 th to 13 th February, 2023.

 Proposed host and venue for the 2025 Plenary Assembly: Episcopal Conference of Benin, in

Cotonou, Benin.

 Study of the action plan for the next three years in RECOWA

 Evaluation of the last Plenary Assembly.

 Approval of the proposal of the Finance Committee for debt cancellation of the conferences

from 2012 to 2020.

 Approval of the donation of 5,000 USD to Liberia in solidarity for their burnt secretariat.

  1. Ad hoc Committee on the management of CCPM

On 27 th July 2022 a special ad hoc committee under the President of RECOWA sat in Abidjan to look

into the many problems raised with regard to the administration of CCPM. The result of the work

bordered on:

 Finalization of multiple administrative issues

 Finalization of the terms of the contracts with the sisters of FCIM

  1. 19 th Plenary Assembly of SECAM in Accra

From 25 th July to 1 st August, 2022 there 19 th Plenary Assembly of the Symposium of Episcopal

Conferences of Africa and Madagascar took place in ACCRA, Ghana. Below is the resume of the

assembly:

 

 RECOWA was represented by the First Vice President and the Second Vice President who is a

member of the SECAM Standing Committee on behalf RECOWA. The Secretary General of

RECOWA was also in attendance.

 All the national and inter-territorial conferences of RECOWA were represented, with the

exception of Benin, Guinea Conakry and Liberia.

 Theme: Ownership of SECAM: security and migration in Africa and the Islands.

 Kampala document was recommended for studies.

 Pastoral message and resolutions were issued at the end of the assembly.

 The continental phase of the synod on synodality has just started and all are encouraged to

participate and the conferences were asked to send the documents that they sent to Rome

to the regional secretariats too.

 A call for renewed investment in the training of catholic media practitioners in the local

Churches by taking advantage of opportunities freely offered by African Press Organization

(APO).

 New executive members were elected with the new president coming from RECOWA in the

person of His Eminence, Richard Cardinal Bawoobr, Bishop of Wa in Ghana. He takes over

from Philippe Cardinal Ouedraogo, Archbishop of Ouagadougou in Burkina Faso, who is also

from RECOWA.

  1. Abuja Secretariat

 The process of operationalizing the diplomatic status is engaged

 A new bilingual secretary is hired ad tempore

 Letters for debt cancellation have been sent to the conferences and were urged to pay up

their contributions for 2021 and 2022 if possible before the end of the year.

 Ongoing preparations with partners on COP 27 coming up in Egypt in November 2022.

  1. Introduction

Éminences, Excellences,

Au nom des prêtres travaillant aux CERAO, je vous envoie mes salutations de paix et de grâce du

Secrétariat des CERAO, Abuja.

Nous venons d'entrer dans un nouveau mois. Je saisis cette occasion pour vous souhaiter un mois

d'août plein de bénédictions et de belles rencontres dans votre travail de berger du troupeau que le

Seigneur Jésus-Christ vous a confié.

Conformément à notre résolution de vous tenir au courant de la vie de votre grande Conférence, je

souhaite vous faire part des activités qui se sont déroulées depuis la mise en place de la nouvelle

administration en mai de cette année.

  1. Conseil présidentiel

Du 13 au 17 mai 2022 le Conseil de présidence des CERAO a tenu sa première réunion. La réunion

s’est attardée sur un certain nombre de questions pour le déroulement de la Conférence :

 Problèmes de gestion et d’administration au CCPM Abidjan

 Gestion des conflits du personnel au CCPM

 Thème de la prochaine Conseil Permanent : les défis du terrorisme à l'évangélisation en

Afrique de l’Ouest.

 Lieu et date de la prochaine Conseil Permanent : Niamey, du 7 au 13 Février 2023.

 Hôte et lieu proposés pour l’Assemblée plénière 2025 : Conférence Episcopale du Bénin, à

Cotonou, Bénin.

 Etude du plan d’action pour les trois prochaines années aux CERAO

 Évaluation de la dernière Assemblée plénière.

 Approbation de la proposition du Comité des Finances pour l'annulation de la dette des

conférences de 2012 à 2020.

 Approbation du don de 5 000 USD au Libéria en solidarité pour leur secrétariat incendié.

  1. Comité ad hoc sur la gestion du CCPM

Le 27 juillet 2022, une commission spéciale ad hoc sous la présidence des CERAO s’est réunie à

Abidjan pour se pencher sur les nombreux problèmes soulevés concernant l’administration du CCPM.

 Finalisation de multiples problèmes administratifs

 Finalisation des termes des contrats avec les sœurs de FCIM

  1. 19 ème Assemblée Plénière du SCEAM à Accra

Du 25 juillet au 1 er août 2022 la 19 ème Assemblée plénière du Symposium des Conférences Episcopales

d’Afrique et de Madagascar s’est tenue à ACCRA, au Ghana. Ci-dessous le résumé de l’assemblée :

 RECOWA était représenté par le premier vice-président et le deuxième vice-président qui est

membre du comité permanent du SCEAM au nom des CERAO. Le Secrétaire Général des

CERAO était également présent.

 

 Toutes les conférences nationales et interterritoriales des CERAO étaient représentées, à

l’exception du Bénin, de la Guinée Conakry et du Libéria.

 Thème : Appropriation du SCEAM : sécurité et migration en Afrique et dans les îles.

 Le document de Kampala a été recommandé pour les études.

 Un message pastoral et des résolutions ont été émis à la fin de l’assemblée.

 La phase continentale du synode sur la synodalité vient de commencer et tous sont

encouragés à y participer et il a été demandé aux conférences d’envoyer également aux

secrétariats régionaux les documents qu’elles ont envoyés à Rome.

 Un appel à un investissement renouvelé dans la formation des professionnels des médias

catholiques dans les Églises locales en profitant des opportunités offertes gratuitement par

l’Organisation de la Presse Africaine (APO).

 De nouveaux membres exécutifs ont été élus et le nouveau président est pris des CERAO en

la personne de Son Eminence, le Cardinal Richard Bawoobr, Evêque de Wa au Ghana. Il

succède au cardinal Philippe Ouedraogo, Archevêque de Ouagadougou au Burkina Faso, lui

aussi originaire des CERAO.

  1. Secrétariat d’Abuja

 Le processus d’opérationnalisation du statut diplomatique est engagé

 Une nouvelle secrétaire bilingue est embauchée ad tempore

 Des lettres d’annulation de dette ont été envoyées aux conférences qui ont été invitées à

payer leurs contributions pour 2021 et 2022 si possible avant la fin de l’année.

 Préparatifs en cours avec les partenaires pour la COP 27 qui se tiendra en Égypte en

novembre 2022.

promettons de faire de notre mieux pour vous rendre fier des CERAO. Nous vous souhaitons les
